That is by design. However for example the maemo-bt-plugin switches the input
method so that the on-screen keyboard is no longer toggled.

Using xmodmap to remap the return key also works of course, and the latest
maemo-bt-plugin does this automatically for you when you choose a keyboard
layout. So even if you don't want to use the connectivity features of the
plugin, you may want to install it in order to get the keyboard layouts applied
at startup.
