  I'm not sure what you mean that it is by design.  I'm assuming you mean it is
intentional, but why?  There doesn't seem to be any definite reason why it's
better to have this behavior and it causes significant problems.

  I've been unable to get maemo-bt-plugin working at all on sardine.  It never
appears on the status bar, even after compiling and installing the svn version
from the garage repository.  Is there another version somewhere?
