Upgrading xserver-xomap to 1.1.99.3-0osso21.1 (Bora) fixes the issue for me
(--force-overwrite is needed as it holds files which used to be in tslib and
osso-core-config.

It does not happen if for instance the startup wizards are started before
desktop, or if desktop is restarted after the boot.
