In controlpanel, we are now making plugins resident (they are never dlclosed and
the same dl handle is reused if necessary. This patch does the same in libosso's
cp plugin loading stuff.

This is necessary as many plugins would like to register GTypes, which breaks
when code is dlclosed/reopened.
