fwiw, on windows you can right click a scrollbar and select "Scroll Here". So
yes, as usually Gtk is good at copying windows badly.

It'd be nice if we sent Gtk upstream a patch which enabled at least:
1. configurable choice of behaviors. (note that rxvt ? or one of the other
ancient xterminals has click jump here behavior. it seems clear that standard
unix tried this behavior and somehow it lost. I'm not sure I actually agree
that it should have lost. I think that to get it right requires more
skin/design work than was available)
2. possibly the context menu
