The problem is that our theming is based on bitmaps, and those bitmaps aren't
meant to be scaled down as it would completely ruin their usability by making
them too small. Therefore you generally should not try to do that. Also I
wouldn't recommend bypassing the widgets for theming.

Anyhow, the scaling has been fixed in sapwood 2.91.6 and bugfixed in releases
after that. The fix is available in Sardine and Chinook beta.
