dbus init script (/etc/init.d/dbus) is broken: 

1. the script does not have a "reload" action, although dbus seems to support
ReloadConfig
2. "stop" (and by proxy "force-reload" and "restart") actions use "run-parts
--reverse" which is not supported by busybox. This results in failures during
package setup.

These two combined mean re-reading dbus config in package postinst and prerm is
difficult.
