I went though many reboot cycles without it clearing I tried clearing the gpd through the control panel as well as removing /var/lib/gpd/nvr_data. I ended up removing libsulpd1 and agps-ui, reinstalling the system libraries that were depended on sulp, rebooting, getting a GPS fix, and finally reinstalling and enabling a-gps.
