http://www.pygtk.org/docs/pygtk/class-gtkcelllayout.html#method-gtkcelllayout--get-cells
says:
   gtk.CellLayout.get_cells
       def get_cells()
   Note: This method is available in PyGTK 2.12 and above.

So the pygtk version you use is too old.

Please file a bug against PyMaemo at
https://garage.maemo.org/tracker/?atid=229&group_id=40&func=browse instead -
Python is not officially supported in Maemo currently and not tracked in this
Bugzilla.
