I'm not sure about what the /etc/mce/mce.ini values are supposed to mean, but
if in the Control panel Display applet I set the dim and blank periods to same
value (by default they aren't), the screen will dim & blank immediately when
it's locked.  This works both in Chinook and Diablo.
