10-100mW is the transmit power.
Powersaving has to do with how I connect to the AP (i.e. how often do I have to
communicate to notify my presence, how long can the antenna be switched
off,...), if I understand it correctly.

My N800 is  set to maximum powersaving mode.
The antenna transmit power is 100mW.
