4.2008.23-14 is old. Please always run the latest version when submitting
reports.

Which of the four available languages did you install? All of them, only one?
Did you reboot in between?

> open X Terminal, press 'Chr' of the keyboard or double click the screen
Does it work when using Notes?

So the virtual keyboard itself never appears on the screen?
