In my slightly newer internal release which doesn't have SSU:

Nokia-N800-35-3:/usr/share# ls -l /usr/share/user-icons
drwxr-xr-x    2 root     root            0 Dec 22  2005 default
lrwxrwxrwx    1 root     root           36 Aug 28 15:33 xcursor-transparent ->
/usr/share/icons/xcursor-transparent
Nokia-N800-35-3:/usr/share# ls -l /usr/share/icons/xcursor-transparent
drwxr-xr-x    2 root     root            0 Aug 28 15:30 cursors

The more interesting information is what created or owns in your device:
  /usr/share/icons/xcursor-transparent/xcursor-transparent
or:
  /usr/share/user-icons/user-icons
?

Did those e.g. come from SSU or did some 3rd party package create them?
