The layout changes would be simple:

mkdir midgard-data
mkdir midgard-data/style
mkdir midgard-data/snippets
mkdir midgard-data/structure
svn add midgard-data

svn mv maemo2007 midgard-data/style/maemo2007
svn mv sitegroup-config midgard-data/snippets/sitegroup-config

...and then configuring midcom.helper.filesync to know where the
"midgard-data" is checked out on the server.

Making packages is not necessary after this. Internal could be set on
post-commit to run

http://internal.maemo.org/midcom-exec-midcom.helper-filesync/import_style.php
http://internal.maemo.org/midcom-exec-midcom.helper-filesync/import_snippets.php

...which will import style and config changes from SVN to the database.
