[maemo-community] Community council elections

Hi all,

At the IRC meeting last night, I asked the question: is there still
interest in having a community council?

I was assured that there was, and that Jaffa was involved in organising
it, but was worried about a conflict of interest, since he wanted to be
a candidate.

I'd like to help move the community council election along, in line with
what's been put up in the wiki:

I'd like to propose that we do the following:

1. Open candidatures for the election straight away, for 2 weeks.
 - I'm going on holiday the 15th for two weeks
 - We can close nominations the 1st of September.
 - Candidates should have 100 karma points as of tonight, 23:59. I can
post the list of elligible candidates tomorrow.
 - Candidates should send a candidacy announcement to
maemo-community at maemo.org listing: Name, Company affiliation, and
reasons for running for the community council.

2. Decide election process, and number of members of community council
 - I favour one man, one vote
 - 5 community council members as proposed on the wiki
 - Elligible voters will have:
   * a maemo.org account for more than 3 months on the date of the end
of the election (that is, 2 months ago)
   * more than 25 karma points, as of 23:59 tonight
 - I'll post the list of elligible voters tomorrow.
   * One proviso: it's easier to take the list of everyone who has an
account today (or at a given date in general)...
 - I'll figure out how to get a list of names, email addresses & karma
with account creation dates today. (X-Fade, help!)

3. Election software
 - I propose that we use something like the GNOME election software
   * Every elligible voter gets an email with a unique token
   * In a web application, they use this token to generate a private
unique token which ensures anonymity - only this generated token is
stored with the votes
   * The person votes in a web application
   * Results are generated after the closing date of the election, and
each voter can verify that his vote was correctly counted with the token
generated in step 2.
 - I will work on hosting this somewhere this week - if needs be, I have
a VM I can use to host this, but it's probably better that it be
somewhere on maemo.org. Again, hopefully X-Fade can help me out here.

In the wiki, it's marked "the date of election be publicised more than 1
month in advance" - I'd like to propose that the election happen between
the 2nd of September and the 9th of September, which is not in
conformance with the wiki, but I would like to see the council elected
before Berlin. Can I consider it OK to bend this requirement for the
first election by one week?
