If fewer than 5 people stand, only 3 get elected. If fewer than 3
candidates stand, none get elected and the scheme is in the hands of
the Community Manager (i.e. Quim) and the outgoing council (oh, doh -
haven't got one this time) to decide what to do; probably erring to
something like "more advertising required", "karma restrictions
relaxed" or "scheme scrapped due to lack of interest".

If this is the way the consensus is now going, so be it. It's
frustrating having this debate *now* when there've been numerous
pushes on the mailing lists, on the wiki and ITT to get that input
before now.

C'est la vie: noone does anything until it's real :-)
