[maemo-community] Proposal for community firmware images

Hi, first & casual feedback from the legal guys: a good start. Some
details will need to be polished but this is good enough for now.

So green light from our side as well and let's see how things proceed.

Technical blockers need to be addressed, agreed. Let's identify them as
soon as possible so we have time to sort the blocks properly, or at
least decently.
