I don't see why they can't all be up for comment. Yes, it makes the
judges' lives harder - but that's why they (don't) get paid the big
bucks.

For example, people will want to comment on the ones they want to see
win (I've 5-7 of those) vs. ones they'd *hate* to see win (probably a
few more). Putting together an email with a one line summary of each
of one's own personal choices for those two categories shouldn't be
too bad.

So maybe an *individual* can advocate 5 good and 5 bad choices at most
(a guidelines of course, it'd be impossible to enforce) - and some
commonality from those can be taken by the judges.

Agreed. The community discussion shouldn't last too long; there are
logistical issues to do with the summit if nothing else.
