Is this an open effort or not? every designed group has a place for it. suppose someone sends their SSN+life history to the list. if it's open and archived, it's there forever. most groups who think about it will provide some support for receiving and not immediately publishing messages. a security report sent on the last day of a council's term is another more typical example. just because they've received it doesn't mean it should be published at any specific reporting period. note that i'm not saying either email should be sent to the list, merely explaining why if you have such a list, you shouldn't force or require or expect all messages to be published regularly, sometimes a certain degree of secrecy will be necessary. in general, your council will do the right thing, and if it doesn't, then you can vote to replace them for the next term.
