Idealistically, yes, in practise this may not be the best option. The Maemo community isn't as large as Debian's and it's contributors not as wide-spread; maybe one day. For the summit to be its most successful it needs to be held where most of its target audience is physically based or can get to easily. If the majority of community members and contributors are in Europe then it makes no sense to hold the summit in Australia for instance. Too much cost for interested people to attend and too expensive for Nokia to ship people there on mass.
