[maemo-community] [Council] Package categories

Hello, fellow council members!

So, we need to restart a discussion that's been had before without any  
real conclusion: the package categories situation.

Niels has put a lot of work into the issue in the past without a lot  
of success (unfortunately).[1][2][3] So we're going to help out and  
see if we can bring the discussion to a useful conclusion this time  
around. I'm gonna start working on a blog post (unless somebody else  
wants to volunteer! :D), so the rest of you can start contributing  
category ideas, and maybe poke at -developers.

Related: I've been emailing maintainers with clearly non-compliant  
sections, the response has been positive so far (from the maintainers  
that have actually bothered to reply, anyway).
