 Ah, I understand. I still think it would be annoying to not be able
to
 browse all available packages (including any plugins and the like)
without
 installing the main package.

 Even if it does require writing a bit of extra code I think it would

 worth it. 
 While we're at it we should look at other things such as multiple

 installation/removal and updating the list item by item (rather than
 destroying the whole thing and then re-creating it). But these are
 off-topic.
