I think you're confused about UTC: some people missed the meeting
yesterday evening as the reminder said 21:00 UTC, and the final
nomination (Eduardo's) may have been received by you at 23:11 UTC, but
went through my email system (according to the headers) at 22:02 UTC.

UTC (Universal Time Coordinated) is, for all intents and purposes, GMT
(Greenwich Mean Time). GMT is *not* always the time in the UK,
however.

Currently, most of continental Europe and the US is on Daylight
Savings Time (DST). This means the UK is on BST, which is GMT+1.

The time in Finland, according to Wikipedia[1] is EST (UTC+2) or EEST
(UTC+3). According to timeanddate.com[2] Finland, like the UK, is on
DST at the moment. So, local time in Finland is UTC+3; in the UK is
UTC+1. Finland is, as it therefore always is, 2 hours ahead of the UK.
