As far as I'm aware, it's intended to be a supplement to the Debian  
packaging policy, not a replacement. So areas covered by the Debian  
policy are obviously left out.

No need to go through the council on this one. You'll want to talk to  
Eero Tamminen (not sure if he's on -community, but he's definitely on - 
developers, which is where policy-related stuff should go).
