There seems to be a bug causing that proposals in Sandbox are not jumping to Under Vote. https://bugs.maemo.org/show_bug.cgi?id=6841 In any case, now the list shows proposals with most votes... even if they have so many that actually don't need more voters e.g. http://maemo.org/community/brainstorm/view/undelayed_bugfix_releases_for_nokia_open_source_packages-002/ (21 karma!)
