I think that if we have a goal of a community council with real power
(such as hiring & firing authority over maemo.org people) then we need
to ensure ballot stuffing can't happen.

Yes, this is not a current reality. But we're talking about delegating
authority for a budget (with strict parameters for application, but
still) to a group who is elected by the community. Some safeguards are
normal, as well .
