Never been to Rotterdam but it is a city known for digital arts events
with an alternative touch e.g. http://www.deaf07.nl/

But the first reality check would be: is accommodation more expensive in
Amsterdam than in another interesting city nearby? "More tourism" means
sometimes more accommodation offer and more affordable options.
