Not necessarily. The ellipsis implies uncertainty or hesitation. No  
need for a "not".

Anyway, letting Nokia handle what it's good at handling and handing  
off what it's bad at handling to somebody else sounds like a good  
plan. One of the maemo.org team should probably be the one to handle  
the funds.
