Since the bottleneck is usually the biggest room for keynotes and all hands meetings, let's go for a place able to get at least 250 people sitting in a room. AND 2 or 3 more rooms with capacity for 100 people. Compromises can be made e.g. one secondary room can host 120 people and the other one just 60.
