I'd be tempted to let the application karma last until the next software
release (for a given device), as this is really the time frame over
which an application is used/useful. Then with the next release,
assuming the dev releases a new version (good way to motivate people ;)
they will start getting new karma for the new release.

I suppose this is not ideal, as people will have a see-saw pattern for
their karma, so perhaps the karma for an old (as in no longer the
current) release should decay (reasonably quickly) as soon as a new
release is made, to smooth the saw-tooth pattern.
