And it was encouraged by Quim, prioritised as one of the 100Days goals (which we achieved, just in time). I'll agree that the idea came from community members, much of the debate about the role & rules of the council was community-led, and setting up the election software, and making sure the election happened, is something I can claim some credit for, but it's unfair to understate Quim's role in helping the council come about. Also, the remit of the council depends in large extent on Nokia's support - as in the hiring of the debmaster, for example.
