This can be a form to promote a candidate, like in political elections.
For example, I can nominate X, and explain why I think X is the best
candidate for the council, my words can convince other persons about
X, and those persons will talk about X too. X will see that have some
support in the community and probably will accept the nomination. Can
be a way of pre-campaign :).

And it actually happens in other community's and non-profit groups
