Allow me to explain:

Let's say I feel you'd be great on the council. I can write an email to
the community list nominating you as a candidate.

"Council nomination: Andrea Grandi"

I give a bunch of reasons why I think you'd be great, and propose that
your name be added to the ballot.

However, you absolutely don't want to be on the council. You should then
send an email in response saying "Thank you Dave for your kind words,
but I do not want to be on the council for the coming months. I am
travelling to Antarctica on a research mission in March, and I will have
no internet access until the sun comes up in September." Or whatever,
you don't even need to justify.

For my nomination of you to be valid, you should reply to say "Thank you
Dave for your kind words. You left out my charm and wit, but I'll let
you away with it. I accept your nomination, and will be happy to serve
on the council if elected."

See what I mean?

Obviously, this whole thing doesn't arise if you nominate yourself.
Unless you have multiple personality disorder and you refuse your own
nomination. And we'll deal with that on a case by case basis as it comes up.
