Assuming the three options I outlined ("No change", "STV" and
"Neither") have consensus, or aren't argued with, by Sunday, 1st
February 2009 then we

enact the referendum to start then and run for 1 month. This gives us
over a week for debate.

Ryan - as chair - has yet to announce the date of the next election,
but this should then leave time to get the software setup for the vote
assuming it's around mid-March. Campaigning and calls for candidates
could go out during the referendum period.

How much time will we need to get the software setup for STV according
to the wiki proposal and the Wikipedia page? It could occur ahead of
the results, if we make the (dangerous?) assumption that our preferred
option will wimn.
