AFAICT, hotels won't be significantly cheaper if you book in advance (though they can get more expensive when nearing towards the fully booked). However, it might be possible to knock down the asking price a bit when booking for a larger group. Also, if finance is an issue, shared accomodations are usually a lot less expensive. I would suggest calling a few hotels, asking for someone in charge (front-desk personnel rarely has the authority to give discounts) and use the hotels against each other (e.g.: "Hotel xyz offers me a 15% discount if I book 5 double bedrooms in September, how much discount would your hotel be willing to offer?"). Hotels will be more willing to ensure a group of people coming by offering a discount rather than individual customers who are more likely to cancel. In other words: negociate for yourself and colleagues first, and if you get good deals, you can be sure others will jump on board.
