At least we can put an introduction text above the 'Create new idea' form
to explain where we see the line. That way we inform the user about how we
think it is supposed to work. Tell them that specific progress tracking is
more detailed in bugzilla for instance.

It is then up to the user to decide where to file the enhancement, at
least the are informed about the possibilities.
