Guides the user to pick a title and creates a new page with all quoting removed, headers between each post and a backlink to the original thread? Maybe list tags and request suitable ones. Add tags like WikifiedTalk. Big edit box with "delete all cruft, flames and enquiries about the next model" instructions. Unsure about copyright - maybe only comments by users who opted in (or not out) of the "allow my posts to be wikified" option. Of course it may be an idea to cc a docmaster about new pages; label threads as wikified and link to their page; disallow duplication; suggest wikifying the results of a search; search wiki for pages to link to/from"; bugzilla-like only letting you create a bug *after* you've done a search; PM the submitter ever 3/6 months to say "hey, why don't you review this page" ... and countless other things.
