Yes, they can (and currently do). They can also be depended on by
mad-developer, so the devs don't stumble on the issues when getting
started.

However, it would seem much more scalable to have a single metapackage
that has everything that's known to be good for you, instead of
developers discovering piecemeal what is required for their package to
work properly (and listing them all)  These packages would not be
features, but just fixes that should really be in a firmware upgrade.

Developer Guides are not widely read, so I'd rather go the "defaults
beat specs" route and slap the service pack wherever I can. Think of
it as a gentle nudge towards a more community-managed default
experience.
