To repeat myself, I would say that the promotion to -testing should be the lib maintainter's job. Unstable is unstable, no package should pull in random versions to other repositories. However, if deemed working and already in -testing, it is not a problem for another application to auto-promote it. For the cases of overlapping versions (e.g. newer lib version gets pushed into -testing) I see two strategies - to notify people on the test page (maybe enter an automated comment, and/or email the package maintainer), or, the QA-wise more correct but also more tedious, to reset app karma and treat it as a new version.
