[maemo-community] Official Mirrors

Hello,

after several "not available" messages for N900 users I thought about
setting up "professional" mirroring would be usefull for our community
repositories.

For this we need:
1. an official mirror list in our wiki
2. rsync at the repository.maemo server
3. requests send out to mirrors (univerities) all over the planet
and maybe a policy (we should follow what ubuntu and debian does).

For this we could setup:
 * a mirror URL for traffic sharing
 * regional mirror URLs
 * nokia to include it with HAM to have a fallback for future server
   issues
