[maemo-community] Maemo Community Award-Update to submission

The 'news' on these 'free devices' are spreading on multiple channels,
other forums, IRC, and not least Twitter.
There is not much that can prevent people from submitting requests for a
free device in the programs where they are offered.
Obviously, a bunch of those submissions will be, and have been, disregarded
as not qualified.
As for the Community Awards, the Council will review each submission. Some
are 'easy' to reject for clear reasons, eg no commitments in the past, no
TMO accounts, or just-created TMO accounts.
But rest assured that the Council will look at each submission and the
submitters history. On the list of submissions you will notice quite a few
are already put in the que as not considerable.
