In my view, this is a fairly obvious way forward from the old Nokia->Community Council system, and it makes perfect sense that the Community Council has to be adjusted to new this new system. The old system "worked" when Nokia was essentially ignoring the Maemo platform, but now we are truly on our own and need to have a legal entity that makes more sense than what HiFo turned out to be. Perhaps the MCeV won't be the final solution, but it's a step in the right direction, IMO. Things change... The Maemo community won't be destroyed by this change.
