</div>This can be a form to promote a candidate, like in political elections.<br>
For example, I can nominate X, and explain why I think X is the best<br>
candidate for the council, my words can convince other persons about<br>
X, and those persons will talk about X too. X will see that have some<br>
support in the community and probably will accept the nomination. Can<br>
be a way of pre-campaign :).<br>
