I'm only guessing here, I don't have direct knowledge on the matter, but I think it might be related to patents and whatnot a big company like Nokia is licensing from third parties. My guess is that the licenses are dictating terms regarding distribution of technologies covered by said patents, and that there is uncertainty whether ogg is incorporating those technologies. If we would be distributing licensed technologies without complying with the licensing terms, it would be quite bad. Better not take the risk by rushing it. Of course, if you haven't licensed anything you don't have the same problem. But still, I'm only guessing.
