This would also be needed for proper integration of other input methods like a Bluetoth keyboard (or HID in general). For a BT keyboard the automatically popping up of the input method should for example be avoided or at least mad a selectable option. Or like it is done for the internet connections if you focus an input widget you could be asked if you want to use BT-HID or the on-screen input method... or something else along these lines. For all of such the input method callbacks should be available and for other input method kinds like the one Ole proposed also the API for simulationg keystrokes should be available or at least documented which one is used - is it maybe something Matchbox?
