Hi John, My guess is that you have the same problem I had, you are developing on a B4 prototype and the image is for F5 (prototype and production devices). Cause I got the exact same behavior as you when installing the development Rootfs system onto my B4 device. So you need to get a B4 compatible rootfs system to make it work.
