The only public API for the menu currently is _get()ting the toplevel
menu, and I don't know how if at all GtkUIManager would fit to such 
arrangement (without doing loads of work by hand that the UIManager
was supposed to relieve you of...)

The Maemo roadmap[1] speaks of UI development tool and mentions Gazpacho.
The only way to work with menus in Gazpacho (at least currently) is
through GtkUIManager.
