Assume that a separate repo would exist for debian-based development. Make a package called 'maemo-sdk'. It would contain preinst/postinst logic to download and install the sdk files (user could be asked to select whether they want to install both x86 and arm-versions). It would also depend on the flasher-deb and the documentation-deb (if one would exist). Could also depend on devhelper, but could be difficult to do so that it devhelper would include the versions of datafiles suitable for exact GTK/Glib-versions used in the SDK. So, it would also install sbox, and configure the targets (by using default names "SDKx86" and "SDKarm" or similar). It would also configure xephyr and such. This way getting and starting the SDK would be simplified for new users as well as the sbox version supported by the SDK could be limited to 0.9.8.5 (or whatever will be supported in later versions). This requires real work on N's part though, but isn't impossible. ak.
