These files are in the libgtk2.0-dev and hildon-libs-dev packages
respectively.  You can check wheter these are installed with apt-cache
policy in the armel target.  I have both (from
http://repository.maemo.org), but I do not remember actually installing
them.  I thought they were preinstalled in the rootstrap.

Maybe the files are there (/usr/include/gtk-2.0/gtk/gtk.h,
/usr/include/hildon-widgets/hildon-app.h), but the package doesn't find
them for some reason?
