You may check this long conversation http://www.gossamer-threads.com/lists/maemo/developers/3910#3910 Looks like turning off WiFi is currently hardcoded but according to David Weinehall it will be redesigned in future to be more flexible. I suppose you can intercept this by checking device mode changes, but I'm not sure.
